Should be zero stars. HCW had a shut off order on the house we rent from the previous tenant, but never shut it off. I rent and assumed the water was being paid by the owner due to the pool and sprinkler system for the yard. After more than one year, we had a leak and they came out and fixed it, but shut the water off due to non-payment (despite the fact that it already had a shut off order on it for over a year from the previous tenant that they did not comply with). They wouldn't turn our water on unless we paid $1400 dollars (which included close to $200 due to the leak). Held hostage, I paid it. A second leak occurred and it took them multiple days to fix it. I requested a reduction in my bill due to the leak. They denied it despite their significant delay in responding to it. Two months later, they billed me an additional $230 above my normal bill saying that they missed additional charges not included in the $1400 bill paid 2 months previous. I disputed it and didn't pay anything other than my regular monthly bill. They never returned my calls about the dispute and shut my water off again with no notice. Calls went unanswered with no supervisor or anyone for that matter explaining the additional $230 dollars. Held hostage yet again, I paid the bill. They have refused to refund almost $300 they owe me from 2 different leaks, but shut my water off immediately when I don't pay made up bills that they send with no explanation of the charges...they just say it was use unaccounted for. They also add fees each time they come out to shut off or restart the water. I wonder if the Tampa evening news would be interested in Hillsborough County fleecing a disabled veteran and his family and extorting exorbitant fees from them despite most of the issues arising from their incompetence and greed-driven mafia tactics they use on their victims. Being the only game in town and having a monopoly forces us to use them and they know this. They refuse to answer questions, refuse to provide explanations of overcharges, refuse to refund customers when leaks occur that are their fault and then refuse basic services while you wait for a response that they never provide on why they charged you for something. The employees are lazy, incompetent and they should be investigated for extorsion. They deserve less than zero stars.

I reached out to Hillsborough County Water Services regarding a possible blockage in the main line of my parents home. I was surprised to hear that they would send a team to inspect the very same day. I was notified by phone when the team arrived and Sterling explained to me in detail what they would be doing around the property. He then called a second time to discuss what they had found and how they took care of the issue. I cannot thank Sterling and Elijah enough for their prompt service and stellar communication! It was a pleasure working with them!

worst automated service ever. customer service reps cannot take payments over the phone. there is a 35 dollar fee to restart services same day but the automated line does not state that you have to add that to the balance. So if you pay the balance, then call back customer service they send you back to the automated line, where you pay 35 dollars on a 0 dollar balance and then call back customer service.

this is so inefficient. this is the exact reason people do not have any trust or faith in government run services.

Incompetent organization unfortunately we have no other alternative than to use their services. From the call center (if the automated lines even work ) to the techs they are terrible. They turned off my water today at 430 although Inhave never missed a payment and said they would restore it in 12-24 hours and it’s not an emergency for them to turn it on now . Mind you I have a zero balance and no missed payments for 11 years

Called to find information on a "Boil Water Warning" in my neighborhood and Mr. Zem Strong went over and beyond his duties for me. He made sure I had the correct information and even called me back when the warning was lifted. Best customer service I've ever received.

Wish I could give 0 stars. Talking to them (assuming you can get through to someone) is difficult. Paying them is difficult. Their website sucks, with no intention of fixing it. Who are these people accountable to, functional idiots?

Terrible service, water gets shutoff because their system outage won't take my automatic payment, then I call and they can't even turn the water back on same day without charging an exorbitant amount of fees. Hillsborough county is quite possibly the most corrupt and inept stain of existence in the entire state. If you're ever considering moving here. Don't.

When there is no competitor for your business, there are no consequences for poor customer service. I received bills that reflected both "Estimated" read and "Actual" read for the meter. They finally got around to replacing my meter because the glass face was scratched and difficult for them to see through clearly.... I received an almost $900 water bill. When I called them, they said "we were finally able to get an actual read when we replaces the meter".... Why did I have several months of statements reflecting "Actual" prior to that date? They had no answer. What are my options? Pay the bill in full or have them put me on a payment plan where the bill has been divided by 12 and then added to my monthly bill for the next year. How are we supposed to challenge these readings without having our water cut off? Who monitors what they are doing?
